Can anyone explain what the target milkfat % and the target Cream fat % means?

This tool is to calculate replacement weights of milk and cream.
So, you have a recipe using Cream with 36% fat and Milk with 2% fat.
But the Cream you have is 40% fat and the Milk is 3% fat.
The Milk And Cream you have is the Target milk and cream.
